Under the authority of section 5.1 of the Electrical Power Control Act, 1994, the Lieutenant-Governor in Council is pleased to direct the Board of Commissioners of Public Utilities to adopt a policy that the following submissions to the Board by the Newfoundland and Labrador System Operator, a division of Newfoundland and Labrador Hydro, relating to the transmission of electricity over the Province’s high-voltage transmission system, be approved by the Board on the following terms:

a)    The pro-forma Transmission Service Agreements, and attached rates and rate methodology, be approved on an interim basis under section 75 of the Public Utilities Act, RSNL 1990 c. P-47; and

b)    The Transmission Policies and Procedures and Code of Conduct for transmission system operations, to be adopted by the Newfoundland and Labrador System Operator, be approved under section 71 of the Public Utilities Act, until such time as the Board reviews the interim approvals under (a).
